Is Jealousy Rotten Because God is Mean?

No.

Jealousy can cause a "good" (that's relatively speaking) person's enthusiasm to be good to wain.
How so?  It's OK to ask questions.

A good person is a "friend" to ALL.  A good person does not like to elicit jealousy that causes rotten bones.

But you still want to ask how it rots the bones, do you?

If jealousy does cause a good person who would keep seeking goodness to stop seeking goodness which is the cause of rottenness, then it is fair, it really is, that the jealous ones bone's rot too.
Why would one stop seeking goodness?  The reason is their feelings for the well being of their fellowman become stronger than their will to improve their selves. Because the better they get at being good, the more jealousy they might cause.

Jealousy is the enemy of goodness's growth.
